(Outwood Common Road, Billericay) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close Outwood Common Road, Billericay in the Borough of Basildon, between the junction of Break Egg Hill to the entrance of Ramsden Hall Academy approximately 400 metres. The closure is scheduled to commence on 07/12/2020 to 11/12/2020 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while foul drainage including new inspection chamber, relating to a section 50 licence S50-1512 are undertaken.
The alternative route will be via Norsey Road, Jacksons Lane, Meadow Rise, Hillway and vice versa. The Order will come into effect on 07/12/2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Borough of Basildon) (Covid-19 E-Scooter Trial) 2020
Notice is hereby given that the Essex County Council has made the above Order under Sections 9 and 10 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, the Electric Scooter Trials and Traffic Signs (Coronavirus) Regulations and General Directions 2020 and pursuant to the order made by the Department of Transport under Section 44 and Section 63(5) of the Road Traffic Act 1988 as amended which provides that an authorised operator can permit their rental electric scooters to be used on roads within the geo fenced area of Basildon (as outlined on the website) during an authorised trial, intend to make an order, the effect of which will be to allow electric scooters to be used in those cycle tacks and cycle lanes within these areas which are either restricted for use by traffic and which permit pedal cycles or solo motor cycles to use these road spaces.
Effect of the older: Following a successful Department for Transport bid Essex County Council has partnered with SPIN to trial for a maximum 12 month period permitting electric scooters to use road spaces restricted for certain vehicle classes and types encouraging the promotion of alternative travel measures in line with Government guidance in order to ease the burden on the transport network and provide additional transport capacity. The relaxation of electric scooter requirements enables the Council to facilitate electric scooter hired from the authorised company known as SPIN to be use in road spaces which are authorised for use by pedal cycles and in some road spaces authorised for use by solo motor cycles, where those electric scooters are being used in accordance with the terms of an authorised electric scooter trial. Encouraging and facilitating alternative road space use will help mitigate against the severely reduced public transport capacity, further enabling and promoting necessary and safe social distancing. Date of operation: The Order will come into operation on 7 December 2020 and is due to last for a maximum of 18 months.

Objections: The Essex County Council will consider in due course whether the provisions of the experimental order should be continued in force indefinitely and the success or otherwise of the trial. Within a period of six months beginning from the date on which the experimental order came into force, or if that order is varied by another order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force, any person may object to the making of an order for the purpose of such indefinite continuation. Any such objections must be e-mailed to TrafficRegulation. Order@essexhighways.org quoting reference TRAF/7423 by 7 June 2021. All comments will be welcome in order that the effectiveness of the scheme may be judged.

(Castle Road, Rayleigh) (Temporary Prohibition of Traffic & Temporary

Introduction of a Clearway) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Castle Road, Rayleigh in the District of Rochford, from a point approximately 35m south east of its junction with High Street for a distance of approximately 20m in a south easterly direction.

2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' restriction in that length of Castle Road, Rayleigh in the District of Rochford from a point approximately 25m south east of its junction with High Street for a distance of approximately 40m in a south easterly direction for the duration of the above closure only.

"The Essex County Council (Rochford District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The restrictions are scheduled to commence on 2nd December 2020 for 7 days, or where stated on a valid permit (AZ7031000979339 - Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The restrictions are required for the safety of the public and workforce while connection works are undertaken by Cadent. An alternative route is available via Daws Heath Road, Eastwood Road, High Street and vice versa. The Order came into effect on 19th November 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hullbridge Road, Rayleigh) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hullbridge Road, Rayleigh in the District of Rochford, from its junction with Rawreth Lane for a distance of approximately 60m in a south westerly direction. The closure is scheduled to commence on 29th November 2020 for 2 days, or where stated on a valid permit (AZ0071000990442 - Cadent). The scheduled dates may vary for these works with appropriate signs showing and/ or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Cadent. An alternative route is available via Rawreth Lane, Chelmsford Road, Carpenters Arms Roundabout, London Road, Down Hall Road and vice versa. The Order came into effect on 19th November 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Laindon Common Road, Little Burstead) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Laindon Common Road, Little Burstead in the Borough of Basildon, from a point approximately 520m southwest of its junction with Noak Hill Road for a distance of approximately 150m in a southwesterly direction. The closure is scheduled to commence on 30th November 2020 for 19 days, or where stated on a valid permit (EP201EH10003032 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while culvert strengthening works are undertaken by Essex County Council.
An alternative route is available via Laindon Common Road, Rectory Road, Dunton Road, Wash Road West, Noak Hill Road and vice versa.
The Order came into effect on 19th November 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
